An approval is the earliest public signal that a build is funded and about to procure. There is usually a 3–6 month gap between permission and a site start – before the supply chain is committed and before anyone else is calling.

Watch submissions and decisions on the plots around yours. Track the agents acting on large residential schemes in your target boroughs: every scheme they file, valued and ranked, and 90 days of history the day you add them.

For HMO and BTL: watch HMO conversions and change of use in the boroughs you hold in. A 12-unit HMO three streets from a property you own is something to know before the next remortgage valuation. Householder applications are off-market signals too – a prior approval on a house often precedes a sale, and the site address is public.

Large schemes go through planning before they go out to tender. That gap – between permission and procurement – is when cost consultants should be in the room. Most aren’t, because most don’t hear about the project until the client calls.

Monitor new build and change-of-use applications above a value floor in each council you cover. Most brokers find out about a scheme when the developer calls. That’s fine, except three other brokers got the same call.

A planning application is filed months before anyone arranges finance. It’s public, it has the developer’s name on it, and almost nobody acts on it. Set a rule for new build above a value floor in each council you care about, and the application is in the app the morning after the council publishes it – the developer’s name on the record where the council gives it. That call is a different conversation: you’re not responding to an RFP, you’re the only broker who knew to call.

When a saved application gets its approval, the lead updates itself. Approvals are the other point at which developers move – site starts, drawdown timelines, valuations. Another reason to call.
